General:

What is pitting edema?  What can cause it?
What are the normal vital signs (intervals) for the horse?
What is the normal anatomical structure of the fetlock? And what nerves are involved?  
What ligaments are involved in the fetlock?
What diagnostic tests should we use in this case?
How long has the horse been lame?

Trauma:

What degree of lameness is toe touching lame?
What types of injury does soft tissue swelling indicate?
What can cause pain isolated solely to the fetlock?

Infectious:

When should the foal be vaccinated and dewormed?
What types of infectious processes could induce lameness in a foal this young?
Has the rest of the herd been vaccinated and dewormed?  What have they been 
vaccinated against?

Developmental:

Did the foal get an adequate supply of colostrum?

Congenital:

Is there a congenital bone disorder that can happen in the fetlock?
